Spend smarter, not more : leveraging the power of public procurement

Summary: In a context of fiscal restraint, public procurement is one of the primary tools with which government can have a material impact on growth and innovation in the broader economy. However, the government's current approach to procurement undermines its capacity to do so. The Government of Ontario continues to view most public procurement through a narrow lens, resulting in a transactional approach that favours low, short-term cost instead of long-term value creation. While this framework may be appropriate when procuring for simple goods and services, this narrow focus is inadequate in maximizing value across the range of goods and services that government procures.
